What Pretoria Actually Requires on Transfer

Three certificates apply to a sale in the City of Tshwane, and a plumbing certificate is not one of them:

  • Electrical certificate of compliance - required on every property sale in South Africa, without exception.
  • Gas certificate of conformity - only where there is a fixed gas installation.
  • Electric fence certificate - only where an electric fence is installed.

The water certificate is a Cape Town rule, not a national one. It comes from the City of Cape Town Water By-law and applies only inside that municipality. Sellers in Pretoria are regularly told they need one. They do not, and no Gauteng metro currently requires it for transfer.

When You Do Need One in Pretoria
